Purpose:

The classes will help users of ITK Neural Network framework to load and save neural network configuration and network parameters to a text file.  Separate reader and writer classes have been provided.

Comments on the implementation:

The implementation doesn't comply fully with ITK coding standard.  The major issues  are the following.

1) Constant-correctness was not kept.  For example, public methods that return member varibales haven't

    been declared as const.

2) Declarations of public/protected member variables  

3) Declarations of unused variables 

4) Code style issues such as 

        - Broken indentations

        - Private member variables naming scheme

        - Single line if clauses with no braces 

Several of these issues have been fixed when the classes were included to the ITK CVS review directory.
